Reach RS+ did not working

Hello everyone.
I have two reach rs+.
However, one reach + does not operate. (Other is work fine.)
Press the Power button will cause the three LED blinking one after another.
(It did not change in loading status after 10 minutes)

So I tried reflashing firmware but failed.

Firmware reflashing | Reach RS2/RS2+

(I can not istall driver using zading.exe)
Other RS+ is working well.

I would appreciate it if you could tell me how to get it working properly.
