Orthometric to ellipsoidal

There is a program or application that allows me to transform orthometric heights to ellipsoidal wgs84

There is libraries for Python, JavaScript, and others called Proj4 that can do the conversions. I’ve done horizontal conversions in QGIS, but not vertical yet. If you convert to state plane for the ortho, be aware that there is still scaling to get ground distances.

Curious. What use-case would cause one to want to do this?
