No tcp connection between reachs

Hello everybody: need help seting up connection between two emlid reach units through tcp.
At the side of the Base I have a mobile phone with android and internet connection connected to the reach base.
I configure it as base, transmiting corrections by TCP, port 9000, adresss localhost, role as server.

After that I configure my rover with another smartphone and set the corrections input as it says on “Quick start guide”: port 9000, correction Tcp, adress–>public ip of the Base smartphone, client and port 9000

After this only appears a “connecting…” message with no further results.

Can anybody help me?

Please make sure both Reach units are on the same network.
