Height of the antenna

Good morning, I have a silly question. The height of the antenna is the height of the base or refers to the height of each measurement point.

Check the documents on the EMLID page but the question arises.

Antenna height is the distance between the measurement point on the ground and the receiver’s antenna phase center. For Reach RS this is the height of your pole and additional 65 mm for the unit’s body(it’s mentioned on the bottom of the unit).

For the translation, it is still not clear to me. The height of the antenna is placed to the receiver “base” or “rover” … ???
