For CM level precision Is the “REACH RTK KIT” all that I need?
How far away from the base station can my drone travel and maintain this level of precision?

Reach RTK kit does contain everything for the RTK setup. You may additionally need a radio, that depends on your use case.
In kinematic mode max distance is 10km. In static mode it is possible to use it up to 100km.
