try to disable all anti-virus software, stop/pause Microsoft Defender.
then run flash app as Administrator

Could you please elaborate on why you decided to reflash the device? This will help me to see the full picture.
We don’t recommend the reflashing procedure without a troubleshooting process with us. Usually, we can resolve the issues without reflashing the unit.
