Actually, my issues ended up being caused by the rtklib version I used. I used 2.4.3 b8 and not the latest b33 https://files.emlid.com/RTKLIB/rtklib-qt-linux-b33.zip
Aside from being single-freq only, b8 version also did not perform as well as the b33 version on RS+ base data as well. I was able to get Q=1 after all using b33.
