Base Shift ellipsoidal height

To make the base shift it is necessary that the known point is in 3d, if I do not need height, is it possible to use the ellipsoidal height at zero?

Sure, it’s possible. The calculated vertical shift will be equal to the ellipsoidal height of the measured point.
